Making Money- how did Mr Fusspot do it?

How did Mr Fusspot propose? The passage seemed ambiguous as to what Mr Fusspot actually did. Did he propose by trying to give Angua his chew toy, by barking a proposal or by the very act of chasing her in an excited way?

i would assume by barking a proposal Angua speaks dog even in human form
