OK, here are Garner's thoughts on the various matters at hand:

the new boards are not a new culture. you don't get new second chances, and you don't get a fresh slate. Tony's still a psychotic madman lurking under a "please be my friend" exterior. Dragonmother's still an obsessive witch with a vendetta. jaunty angles still owes us all a long list of apologies and even at that, he doesn't have any slack to be allowed another screw up.
zephyr is still a backstabber and a trouble maker. samantha vimes should not be seen to have a position of respect, despite the fact she was never coventried, because she became an unrepentant trouble maker.

if they want to try to show up under another name and another identity, then we can't stop that at the source, but if they screw up under another name, that name gets blacklisted.
