Words matter. As traditionally described in the sources I've read, the "evil eye" is not the same as a negative telepathic transmission (that would be more like "ill-wishing"). The evil eye is specifically the placement of a curse on someone simply by glancing at them, even when the person doing the glancing has no such intention - supposedly some people are just born with it and can't avoid doing it. Telepathy has nothing to do with it.
